[Bug 63388] Apache fails to start with "(38)Function not implemented: AH00141: Could not initialize random number generator"

Same error on Linux Kernel  3.10.0-514.6.1.el7.x86_64

Downgraded to apache 2.4.38 with APR 1.6.5 and it works

Please put priority as previous apache 2.4.38 or earlier has other critical
vulnerability and we had to go to 2.4.39 at the earliest.

Also suggestions on workarounds are welcome
