Content Negotiation - User_Agent:

The thought occurred to me this morning (I'm a little slow...)
that it would be *very* nice to allow Content-Neg to work off
of the information in the User_Agent: header.  Why not?

It seems that we could have assign levels to different User_Agents
like so.

AgentLevel3	"Mozilla/1.[1-9]"
