[I] [BUG] Deleting the component associated with the event prompts an error [hertzbeat]

### Is there an existing issue for this?

### Current Behavior
If a component is associated with an incident, errors will be displayed when deleting the component. The component can be deleted normally after deleting the corresponding incident.

### Expected Behavior
Prompt the user that the current component cannot be deleted due to the incident. Prompt the user to delete the corresponding incident before deleting the component
