SHGetSpecialFolderPathA () exists in SHELL32.DLL version 4.71 and above.
NT 4.0 does not ship with the DLL at this version, unless IE 4.0 has been
installed.
If you have installed NT 4.0 and IE 5.0, you will not have SHELL32.DLL at version 4.71.
