I feel it's quite dangerous to do that: the application knows better than the user which consistency level to use for things.
What we can do is allow to switch QUORUM-style queries to EACH_QUORUM or LOCAL_QUORUM but it would not make sense to allow for ONE for example
BTW, we also have, in the codebase, some ONE on specific uses: we can't have a single level of configuration as it uses ONE for good reasons.
