Localization maintenance tool?

Is anyone aware of an open-source web application for maintaining 
localization data (i.e. text translation data)?

When maintaining a web application for multiple languages, keeping the 
localization files up-to-date for all supported languages can be a real 
mess since there are usually different people in different countries 
maintaining the different language translations.

If no one has written a tool like this yet, this would be an awesome 
Turbine tool.  I'd have to get permission to start a tool like this, but 
it would be cool if someone had already written something.

Hi Jonathan.  There's nothing like this in Turbine, and though I doubt
that Turbine would actually be an appropriate place for such a tool,
such a tool definitely offers a lot of value.
