[ANNOUNCE] Announcing Apache ORC 1.7.4

Hi All.

We are happy to announce the availability of Apache ORC 1.7.4!

1.7.4 is a maintenance release containing 12 important fixes.
It's available in Apache Downloads and Maven Central.
