Precondition:
# Login as Admin
# Go on Admin->Access tab 
# unclick " Enable Jobs tab for non-admin users"
# Save
# Log out

STP1:
# Login as Admin
# Go on Admin->Access tab

Actual Behavior:
" Enable Jobs tab for non-admin users" is clicked

STP2:
# Login as simple user

Actual Behavior:
Jobs tab is absence (clickable and visible)
