Today the config for changelog system looks like the following:
'stores.<storename>.changelog'='system.stream'

Adding new config for system only ('job.changelog.system'='<system>') will allow to specify changelog system separately for the whole job and specify streams only for each store.

For backward compatibility current setting should overwrite the new config.
