I'd like to change this to be configurable per-project.  There's no particular reason why rtexprvalue on "id" should be false for all component sets - if the spec requires it to be one way or the other, then we can turn it off for the spec, but it's useful functionality in general (in 1.2, where we have JspIdConsumer - in 1.1, this was dangerous).
