You can send the reviews to me. I think it's useful to continue to separate pull requests for StringUtils versus FileUtils & IOUtils in case there's a bug git bisect needs to find. 

Long term I think most (all?) of the StringUtils calls and many of the IO calls can be replaced with JDK methods exclusively, but for now adding commons-lang dependencies is a reasonable stepping stone.
