Currently, most of the Zookeeper tests spin up 3 test instances using the curator TestingCluster framework. Under heavily loaded test machines or running a bunch of tests in parallel, the nodes don't start quick enough. Curator sets this timeout value based on hostname lookup time. 

Instead of spinning up multiple Zookeeper instances, we can test with just a single instance. There aren't any tests that rely on multiple ZK instances to be running.
