[PR] KAFKA-16635: Stabilize replication quota timing test [kafka]
lh0156 opened a new pull request, #23042:
URL: https://github.com/apache/kafka/pull/23042
## Summary
The replication quota timing test uses a fixed elapsed-time lower bound that can reject a correctly throttled replication when the first fetch exceeds the quota before the rolling rate sensor has a complete sample.
## Changes
- Remove the fragile lower-bound assertion on elapsed replication time.
- Keep a generous upper bound to detect unexpectedly slow replication.
- Assert the measured leader replication byte rate remains within the existing quota tolerance used by the related quota tests.
## Testing
- ./gradlew :core:test --tests kafka.server.ReplicationQuotasTest --no-build-cache --console=plain
- ./gradlew :core:spotlessCheck :core:checkstyleTest --no-build-cache --console=plain
- git diff --check
