The directories are

infra (private)
bin
httpd-docs
man2html
mirrors
projects
xdok

asf (committers)
httpd-docs
man2html
mirrors
projects
xdok

I think this is how they should be divided:
bin - infra (probably)
httpd-docs - committers
man2html - committers
mirrors - committers (probably)
projects - committers
xdok - committers

It looks as though the only directory which belongs in the private infra SVN is the bin directory.

Move the bin to the same one.  No need for it to be in infra.
