   Add Privacy-LLM contract check (step 5) to the reviewer-routing pre-flight. Issue and PR bodies may contain incidentally-disclosed PII; running privacy-llm-check before any body content is fetched confirms the project-approved LLM endpoint is in use. Non-zero exit is a hard stop matching the pattern established in security-issue-import.
   
   Add structured JSON return to Step 0 so the pre-flight outcome is assertable. Add eval suite step-0-preflight with 3 cases: all-clear proceed, privacy-gate blocked (unapproved endpoint), missing-roster blocked. Update Prerequisites and Failure modes sections. Eval README updated from 4 cases / 1 suite to 7 cases / 2 suites.
   
   The two other sub-items in this plan item (security-issue-import --limit and release-prepare --body-file) are already addressed in prior commits on main and require no further change.
