[VOTE:] Nomination of Santiago Pericas-geertsen for PMC Member (was xml.apache.org refactoring #1 - expansion of PMC)

Hi :
As suggested by Henry, I would propose Santiao Pericas-geertsen for PMC seat.

As you all know Santiago is the main developer who is from the original group
who developed XSLTC. He is very much active in XSLTC/Xalan development. From
working with him, I know he has organizational capabilities to be a PMC member.
He would be a good addition to PMC.

I will begin voting with +1.

Please vote by Friday, Jan 31st

  Thanks

+1 in principle. Though I would like to confirm that he is interested?
