[VOTE] Release 1.15.0, release candidate #4

Hi everyone,

Please review and vote on the release candidate #4 for the version 1.15.0, as follows:
[ ] +1, Approve the release[ ] -1, Do not approve the release (please provide specific comments)

The complete staging area is available for your review, which includes:
* JIRA release notes [1],* the official Apache source release and binary convenience releases to be deployed to dist.apache.org [2], 
   which are signed with the key with fingerprint CBE82BEFD827B08AFA843977EDBF922A7BC84897 [3],
* all artifacts to be deployed to the Maven Central Repository [4],
* source code tag "release-1.15.0-rc4" [5],* website pull request listing the new release and adding announcement blog post [6].

The vote will be open for at least 72 hours. It is adopted by majority 
approval, with at least 3 PMC affirmative votes.

if possible let's first try to close this version and have a

I started a local standalone cluster and run several queries
 using SQL CLI. But found some issues [1][2][3]. They are all
related to the correctness of results or backward compatibility.
I didn't set them as block issues, if we have a next RC, we 
should get them merged, if not, we can release a minor version
soon. 

It would be great if @Timo Walther  or @Francesco Guardiani can help to check the issues.

 An issue was reported on the user ML [1] by Peter (CC) that was observed on
 rc4. We couldn't find any blocker based on the description so far. But it
 doesn't explain the entire problem the user is describing, though. We're
 still waiting for the logs to investigate the cause of the JobMaster not
 terminating.

 Considering that it's unclear when the logs are provided and that we
 haven't found anything similar during the release testing we might want to
 handle this as a non-blocking issue if Peter cannot provide the logs in a
 reasonable time frame. But we might want to give him maybe till Monday to
 provide the logs. WDYT?

- Verified signature and checksum
- Build image with flink-docker repo
- Play above flink rc4 image with flink-kubernetes-operator which could
verify the following aspects
    - Native K8s application integration
    - Multiple Component Kubernetes HA services
    - Session cluster and run-jar handler to submit jobs
- Run a flink application with 5 TM and ZK HA enabled on YARN
    - Verify job result store
    - Verify ZK HA nodes cleaned up

Now we should reach the condition to finalize this candidate, 
I'll annouce that in a separate thread. Also for the remaining
non-blocking issues, perhaps we may start scheduling for the next
minor version.

4. Submit a streaming example job and stop it on the ui.

Unfortunately I could not extract the logs in time today - the ordering in
the csv was wrong and the csv was not parsable due to extra commas in the
logs... I discovered the issue in a pre-production cluster.

I am gone for the weekend - I don't have access to the systems - but I will
retry to get the logs Monday morning, CEST.

rc4. We couldn't find any blocker based on the description so far. But it
doesn't explain the entire problem the user is describing, though. We're
still waiting for the logs to investigate the cause of the JobMaster not
terminating.

Considering that it's unclear when the logs are provided and that we
haven't found anything similar during the release testing we might want to
handle this as a non-blocking issue if Peter cannot provide the logs in a
reasonable time frame. But we might want to give him maybe till Monday to
provide the logs. WDYT?
