The set of tags, and the attributes contained within the tags in the 
original .xml files that the taglib documentation is produced from can occur in 
any order.  Typically they are maintained in alphabetic order, but there have 
been and will be in the future cases where the alphabetic order isn't 
maintained.  XSL translators provide a mechanism to automatically sort groups 
of elements, and the attached patch adds this functionality to the production 
of all of the Struts taglib documentation. [attachment to follow when bugzilla 
gives me a way to add it ]
