Plans to Consolidate WSRF, Pubscribe and Muse

Since the three projects are so closely related, and in an effort to 
"prune" the WS* projects at Apache, we are planning on consolidating the 
three projects into one.

This message is to inform everyone of our intentions, and to open the 
door for suggestions and or comments.

Hopefully this will be something everyone will benefit from in the end.
