fix(ci): remove duplicated bdd tests, handle IGGY_CI_BUILD (#2149)
- Add IGGY_CI_BUILD env to Rust Dockerfiles for git/build info
- Remove bdd-suite component to prevent duplicate test runs
- Fix publish workflow: apply copy-latest-from-master.sh to
create-tags and summary jobs for old code releases
- Ensures scripts/extract-version.sh available when needed
