Re[2]: [mentors] Standard footer for all e-mails to dev@ and users@

While talking about standardising messages sent via dev@ and user@ it 
would be nice if the subject was automatically prefixed, in a similar 
fashion to the old system with [NBUSER], to allow emails to be 
automatically filtered and moved into appropriate folders.
