   ## Rationale for this change
   
   The to_char function for formatting time values as strings seems to drop the milliseconds portion of the timestamp prior to formatting when the timestamp has a timezone.

   Code, slt test.
   
   ## Are these changes tested?
   
   Yes.
   
   ## Are there any user-facing changes?
   
   No
