Bump SWIG maximum version to 1.3.29 ?

Currently our maximum SWIG version is identified as 1.3.28.

Everything (build, check-swig-foo) seems to just work as well with .29
as it does with .28, though - is anyone aware of any potential issues?

If not, we should bump the version requirement appropriately.

Definitely bump the max SWIG version on trunk.
