Create a repository via web browser

Hello,

I have set up Tortoise/Subversion using Apache.  Everything works and I can check in/out files, etc.  However, I would like the ability to create a repository via a web browser.  Is there any other way to create a repository besides using the local machine and using "svnadmin"?
