   I changed http://singa.apache.org/docs/download-singa/ to http://singa.apache.org/docs/downloads/ after I read the comment from https://github.com/apache/singa/issues/784
   However, I did not delete http://singa.apache.org/docs/download-singa/, I should have it deleted
   
   so in this the singa 3.1 is available at  http://singa.apache.org/docs/downloads
