DAG Import Performance issues

Hello Airflow Devs,

Just wanted to bring this PR
<https://github.com/apache/incubator-airflow/pull/3116> and JIRA
<https://issues.apache.org/jira/browse/AIRFLOW-2203> to your attention.
Large scale dags have really been holding us back from using Airflow for
many use cases but this helps alleviate many performance issues
significantly and hopefully this can be added with the release sometime
soon. Feedback is much appreciated!
