The changelog produced by CvsChangeLog (changelog.xml) contains misleading/wrong
timestamps (12 hour clock).

The file contains timestamp strings like 03:24 for 03:24 w/o distinguishing
between am and pm. (It should produce 15:24, or at least 03:24 pm)
