[I] [Observability] pr5 — tracing primitives (tracer, span attrs, traceparent) [texera]

Ma77Ball opened a new issue, #5339:

   Part of #4070.
   
   ### Goal
   Provide the tracing building blocks for workflow spans.
   
   ### Problem
   No tracer façade, span-attribute helper, or W3C traceparent validation exists yet.
   
   ### Scope
   - `TexeraTracer`, `SpanAttrs` (cardinality-safe), `TraceparentValidator`.
   - Classes only; engine/web span instrumentation lands with integration. Stacked on pr4.
   
   Branch: `obs/pr5/tracing`
