### Description
There is no re-upload like in ds1.x in the file operation of the resource page of ds3.x，but it's a useful feature that allows us to hot-update tasks without changing the workflow definition by replacing the resource files we reference.
* re-upload in ds1.3.8
* ds 3.0.0-beta1
### Use case
Update the resource content according to the id, that is, the resource id remains unchanged, but the original file is replaced by uploading a new file.
