FWIW, there's an elsip snippet in the Subversion HACKING file which
takes care of this without having to resort to putting the load bit in
each file.

They are removed in subversion, but not necessarily in rapidsvn.
In fact, I like the enforcement of a identation style on a file
per file bases.
Subversion uses gnu indentation style. RapidSvn uses bsd indentation
style. When I am working on code for both projects I wanna get
indentation right for both.

rapidsvn and subversion are two different projects, they just happen to
share the same repository.
if they want autoloading rapidsvn.el in their files, it's up to them.
