Apache Airflow welcomes Kengo Seki (sekikn) as committer & PMC member

Hi Folks!
The PMC (Project Management Committee) would like to welcome aboard Kengo
Seki (sekikn) as the latest addition to both its PMC and committer ranks.
Kengo has been a long time and consistent contributor to the Airflow code
base (his first commit was in June 2016). He was invited to join the PMC
and committer groups back when we were still incubating, but he needed
permission from his higher ups. This took a while (1.5 years) but he
finally gained permission.

Please join me in welcoming Kengo as both PMC member and Committer.

https://github.com/apache/incubator-airflow/commits?author=sekikn

His contributions have been in the following areas:

* Improving documentation

* Improving test coverage

* Adding functionality to hooks, sensors, operators, sensors, UI, API,

etc...

* Fixing bugs in hooks, sensors, operators, UI, API, and their

corresponding tests

* General clean up (e.g. build dependencies, speeding up travis, etc...)

Cheers,
Sid, on behalf of the Airflow PMC
