why does server refuse some user agents?

Why does the xml.apache.org server sometimes refuse access based
on the user agent being used?  

I can download http://xml.apache.org/dist/xalan-j/xalan-j_1_2.tar.gz
using Netscape, but if I try using a second user agent, the server
returns a "403: Forbidden" code (for that and other URLs on that host).

Why the heck can't I download the file with whichever user agent I 
choose?
