As requested by Karsten Bräckelmann in the dev mailing list

provide Brazilian Portuguese translation for rules and report templates.

As Portuguese I must say that looks pt_BR to me and can't find any evidence of
auto translation. 
And if you stick the report and safe report, the old ones are awful ,to say the
least.
Pedro even setup a github repo for this and has some activity. This shows some
commitment from his side.

This appears to be an automated translation.  Is that what we really want?

At worst, do we want to replace the report template and unsafe report template?
 Perhaps the rest are better than nothing?

I was unclear.  There exists right now br_pt templates.

The patch on this bug appears to replace those 2 existing report templates with
automated translations.

Agreed.  Closing as wontfix.  If these were hand translated, I would have added
them.  So if I'm wrong, let me know.

Rule descriptions seem like something which probably won't be actively
mantained and more apt for the Wiki's Custom ruleset section.
