   1. just include the file and override the Tomcat one in distribution/src/main/assembly/assembly.xml
   2. and 4. and 7. include the correct properties file (likely the one you are going to deploy for FM, WM and RM) and then edit it in the jars using [info from this web site](https://stackoverflow.com/questions/1224817/modifying-a-file-inside-a-jar)
   3. Just a straight up commit to commit the new version into the assembly
   5. and 6. - just edit the files and update them
   8. Just commit the version from local
   9. and 11. Commit updated local versions of bin/drat and bin/dratstats.py
   10. Just replace and commit
