requirements for core modules

Hello,

I am looking to add an authentication module written by me to the core
Apache distribution. It meets all the standard requirements (license,
continued support) and so Brian told me to throw the module at you for
critical review.

I am by no means an experienced module (or core) developer, but I'm always
willing to learn and put in lots of energy.
