### Environment
* Dubbo version: 3.0.7 and 3.0.8 from Git tags with controlled downloads that disable apache.snapshots
* Operating System version: Linux
* Java version: 11
FYI, I'm just explicitely activating repositories when needed in my settings.xml https://github.com/jvm-repo-rebuild/reproducible-central/blob/master/settings.xml
### Steps to reproduce this issue
1. `git clone https://github.com/apache/dubbo.git ; cd dubbo`
2. `\rm -rf ~/.m2/repository/org/apache/dubbo`
= start with clean local repository
3. `mvn package -DskipTests -o`
here, for ease of test, I'm running offline (`-o`), to disable the `apache.snapshots` repository
Pls. provide [GitHub address] to reproduce this issue.
