[RESULT] [VOTE] Release Apache YuniKorn (incubating) 0.11.0 RC2

Hi all,

The vote to release Apache YuniKorn (Incubating) 0.11.0  RC2 has passed.

We got 3 binding votes
- Weiwei Yang
- Wilfred Spiegelenburg
- Sunil Govindan

and 2 non-binding votes
- Chaoran Yu
- Chenya Zhang
