   ### Summary
   Add the first unit coverage for the instance capability resolver (`InstanceCapabilityService`):
   
   - an unknown instance id yields the existing 404 `BusinessException`;
   - a known instance resolves its vendor provider and returns the capability list sorted by ordinal (an intentionally unordered provider set is normalized to `TOPIC_MANAGEMENT` → `CONSUMER_GROUP_MANAGEMENT`), with instance id / vendor / access type carried through.
   
   ### Why
   This service builds the capability contract shown on instance pages and had no automated coverage, so provider lookup and ordering regressions went unnoticed.
   
   ### Testing
   - `mvn -f server/pom.xml -Dtest=InstanceCapabilityServiceTest test` passes: 2/2.
