Status

Hi Mesos's,

I'm from the Incubator PMC and have been doing a review of some of the
older Incubator poddlings and why they're not graduating. Mesos looks like
its completed most of the incubator requirements so what do you think is
left to do here?

Do you need any Incubator help? If you need another mentor I'd be happy to
sign up and help get graduation to happen.

Awesome, OK we have our chair.

So here's a draft board graduation resolution for you all to consider.
I'll call a VOTE on it tomorrow early AM PT. If that VOTE is successful,
we'll take it to the Incubator PMC and then call a graduation VOTE.
Hopefully
that can happen by say, Monday, early AM ET.

At that point..we have a decent shot at making the board meeting for 6/19
with a Apache Mesos graduation resolution :) And no worries, if we miss it,
it'll just go into the July 2013 board meeting and we'll VOTE on it then.

OK, here goes (please discuss as needed -- if you want it updated/etc. If
you are +1, go ahead and say it and I'll tally that in the VOTE email that
I call tomorrow early AM PT).

---Sample Mesos Graduation Resolution ---
WHEREAS, the Board of Directors deems it to be in the best
 interests of the Foundation and consistent with the
 Foundation's purpose to establish a Project Management
 Committee charged with the creation and maintenance of
 open-source software, for distribution at no charge to the
 public, related to efficient resource isolation and sharing
across distributed applications.

 NOW, THEREFORE, BE IT RESOLVED, that a Project Management
 Committee (PMC), to be known as the "Apache Mesos Project", be
 and hereby is established pursuant to Bylaws of the Foundation;
 and be it further

 RESOLVED, that the Apache Mesos Project be and hereby is
 responsible for the creation and maintenance of software
 related to the efficient resource isolation and sharing across
distributed applications; and be it further
 
 RESOLVED, that the office of "Vice President, Apache Mesos" be

[VOTE] Graduation of Apache Mesos

OK guys,

Discussion has proceeded positively, so I'm calling for a community
VOTE for the graduation of Apache Mesos (incubating) into a top level
project. If this VOTE is successful, then I'll call an Incubator
PMC VOTE (hopefully by say Tuesday) and if that is successful,
I'll paste the project graduation resolution below into the board
agenda and we can discuss it at the June 2013 board meeting.

So far, I've heard the following VOTEs (implied) during the DISCUSS
thread. If you see your name there is no need to VOTE again and I'll
carry through the VOTE as below. If you want to change your VOTE, or
I got it wrong, let me know and we'll change it.

[DISCUSS] Graduation of Apache Mesos (was Re: Status)

Starting a new thread since the below contained a plan for wrapping up.
Step #1 on that plan should be done within days. Then we move on to
step #3 (since this is step #2) :)

So, who's the chair, Ben H, or Vinod? Guys? :)

BTW, though it *sounds* like a power of high and might, it really just
signs you up to write a board report every month (to start out with)
and then quarterly after 3 months. That report should contain things
like shown here:

The chair is also responsible for:

1. Keeping committee-info.txt [1] up to date with PMC additions
and occasionally removals.
2. Requesting a board@ ACK for the addition of new PMC members
(ACK generates 72 hour hold before adding people)
3. Managing (with appropriate delegation) bringing on new committers
and PMC members - that means:
  a. Emailing them and inviting them to the committee after VOTE'ing
     (not explicitly required, and I like it when the nominator takes
      care of this, but in the end the buck stops with the chair)
  b. Making sure their new account request is done using acqreq [2]
  c. Checking their ICLA is received [3].
4. Interacting with the board (you have the right as an officer to
   attend board meetings at that point. Your board report is committed
   to the board agenda here [4].

So knowing all that fun stuff are some of the responsibilities, which of
you two wants to do it? :) My VOTE is for Ben, though Vinod would make a
great one as well.
