not finding cocoon.properties

java.io.FileNotFoundException:
WEB-INF/cocoon.properties (No such file or directory)

I know this is relative to the context directory AND
the file is there ... so it is rather strange to get
this problem all of sudden :-(

Is there a way to display the relative directory path
used to find this property file???
