[GitHub] incubator-trafficcontrol pull request #413: [TC-211] don't add use_reval_pen...

GitHub user dg4prez opened a pull request:

    https://github.com/apache/incubator-trafficcontrol/pull/413

    [TC-211] don't add use_reval_pending value by default.

Removes the add for the use_reval_pending parameter and assignment to global. This breaks in some situations, and isn't needed by default. Parameter only needs to be added if in use.
