sendXsiTypes doesn't seem to work with primitives?

Right now I have a Doc/Literal and a RPC/Literal Service Deployed with both 
the sendMultiRefs and sendXsiTypes set to false, yet I still get the 
xsi:type sent in the Response, any ideas?
