mirrors instruction improvements related to mod_dir.so and "DirectorySlash on"

Greeting apache mirror maintainers,

I justed wanted to point out a problem that some users had reported about 
404 errors from a particular mirror, which were ultimately traced to the 
httpd server on the mirror not having mod_dir.so loaded, so some "default" 
behavior relating to directory listings wasn't working properly...

The problem has been resolved for the mirror in question, but it seemed 
like a good idea to forward it to you folks for discussion about wether 
the current mirror instructions should be updated to make it more clear 
that mod_dir.so and "DirectorySlash on" need to be used...
