[PATCH] stopping.xml update

Here's a patch for stopping.xml which updates the link to the Windows
documentation. Very small correction but now the link makes sense. If there
were any links in other files to platform/windows.html their anchors may be
outdated as I had to change some of the anchor names during the rewrite.

By the way, is anyone working on the howto/auth.html XML rewrite? I could
take a look at it if it's free.

I did promise to do that, but have been insanely busy of late. If
someone else has time to do that before the new year, I will certainly
not get to it before then. Please don't let me hold you up.

IIRC was Rich converting and reworking (?) the howto. But I'm not sure, 
perhaps should he state something himself ;-)

Please go ahead and do so. I was the only one that had expressed an
interest in working on that, but have been rather swamped of late, and
expect to remain swamped through the end of the year.
