[Bug 4837] New: docs on 'priority' are not clear

the documentation on 'priority' is not good enough.  without defining which
priority is higher than 0, and which is lower, you leave people in the dark. 
without debugging it out, i would have never known it required negative
priorities to get rules to run sooner.

attached is just a simple patch to Conf.pm that will beef up the description for
priority.  feel free to change as neeeded, but something better needs to be there.
