[I] c/driver/postgresql: Migrate PostgreSQL driver to driver framework [arrow-adbc]

   ### What feature or improvement would you like to see?
   
   In https://github.com/apache/arrow-adbc/pull/1603 the SQLite driver was migrated to the common driver framework. PostgreSQL should use it too (or at least both drivers should be consistent).
   
   I'm happy to take a stab at this in the next few weeks!
