[PR] HBASE-29640 Add metric for oldest procedure age (branch-2) [hbase]

**What changes were proposed in this pull request?**
Backport #8563 to branch-2, adding the overall `oldestProcedureAge` gauge and per-procedure-type gauges.
The implementation uses `getProcedures()` and excludes finished procedures. The backport places the metrics implementation in `hbase-hadoop2-compat` and uses Java 8-compatible collection APIs in the test.
**Why are the changes needed?**
These metrics help identify long-running master procedures on branch-2. Per-type gauges allow operators to monitor different procedure types independently.
**How was this patch tested?**
Passed on JDK 8:
`mvn -pl hbase-server -am -Dtest=TestOldestProcedureMetrics,TestMetricsMasterProcSourceImpl,TestMasterMetrics -Dsurefire.failIfNoSpecifiedTests=false clean test`
Passed on JDK 17:
`mvn -pl hbase-hadoop-compat,hbase-hadoop2-compat,hbase-server spotless:check`.

I checked the failed jobs. The JDK 8 failure is the throughput lower-bound assertion in TestCompactionWithThroughputController. The JDK 17 failure is the canonical-hostname assertion in TestSaslTlsIPC, followed by keytab setup errors on retry.
The new metrics test passed in CI. I also reran the metrics tests and TestCompactionWithThroughputController locally on JDK 8; all 8 tests passed.
These look unrelated to the backport, so I've left the patch unchanged.
