Repro steps:

1.Create a password enabled template
2. Create a VM from password enabled template
3. Login to VM using the provided password
Bug:
Unable to login to VM using provided password . Neither able to login to VM using standard password =password

Expected result:
Password should be set .

Additional information..

Cannot find password entry at router vm at following location /var/cache/cloud/password

Resetting password for VM is working fine. i.e if we try to reset Password for this VM .and the password we get now will work and we will be able to login to VM with the provided password.
