Where to put "Publications" section on the website - JIRA 2174

We now have a good number of research papers referencing or describing
Calcite (at least 3, of which two are in the top CS conferences).

Could we put a section "Publications" under "Community" or under "Docs" and
list those?

*If this is acceptable -- what are the files to modify, and what is the
process, in order to get this put in place and published?*

I think research papers should go under "Community", perhaps as a
separate section under "Talks".

The file to modify would be:
https://github.com/apache/calcite/blob/master/site/community/index.md

Commit the changes to master and cherry pick it to the "site" branch.

The instructions for building and pushing the changes are available
here: https://github.com/apache/calcite/tree/master/site
