The configuration xml file does not accept directory names (path) in front of 
the properti file.  This is unnatural because we want to put the configuration 
file in a directory other than the default.  Also, this error also seems to 
propage if we put the configuration file as resource (in the jar).  This 
should be fixed and JUnit tested.
